[Suggestion] Accessability Issue Catagory

I think it would be really helpful to have a category for things like strobing lights, as they sadly frequently aren't warned about in the video and as a result they can cause issues. I imagine this can also be used for other accessibility related things however the one that has caused me to make this issue is strobing lights. This would allow people to feel safer using youtube, and for others to help make the internet a safer and more enjoyable place
