better errors in tests when state or payloads fail to parse

When state or payloads fail to parse, monorobot starts (apparently randomly) outputting config rules on the tests output and it's quite hard to figure out what's going on if the reason isn't immediately obvious (malformed json files). There should be a proper error explaining that the issue is with the parsing
