Consider adding permutation operations

Issue

I am not seeing any way of permuting/swizzling the elements of vectors.

Relevance

Not having such a feature makes it difficult to create fully vectorized operations such as removing elements from an array based on a predicate.

There is a related issue that is opened since 2015: #26
It seems to indicate there was/is a swizzle operation, but the search of the documentation does not bring any result.
