Describe the bug
if VOLTTRON_HOME exists, but doesn't have anything in it, after starting vctl status produces status: operation timed out

To Reproduce
Steps to reproduce the behavior:

stop any running volttron instances and deactivate envs.
create and navigate to new dir to avoid conflict. I called mine 9.x
clone VOLTTRON repo on releases/9.x branch.
change directory into volttron, run bootstrap.py
activate new env
create new volttron_home dir
export VOLTTRON_HOME=/path to new volttron home
run ./start-volttron
run vctl status
Observe error

Expected behavior
Usually we would see a list of agents installed on the volttron platform.

OS: Ubuntu 22.04.3 LTS
Volttron Version releases/9.x

Additional context
Running in WSL, tested multiple times. Works fine with main branch.
