Rows options (right click menu) always change the row that is selected currently rather than the one the menu was opened on.

Hmm, the behavior for me is:

When the selection is just one part of a cell (e.g. no selection is made) the selection jumps to where the right click happens
When the selection is larger than just one cell-part (e.g. you're selecting a range) the selection doesn't change when you right click.

Is this not happening for you?
