I'm thinking about removing the state from grafana completely and add all config to the deployment, right now the data sources and most of the dashboards are manually added.

This way you could still use the UI to make changes but to make it "reboot safe" you have to add them to the deployment, otherwise they will be overwritten by the next deployment.
That way we won't have a problem with people breaking dashboards, outdated plugins or switching the datasources.
