[Feature]: Add a service to move the camera using ptz commands

What do we want to achieve?

We need a service to move the camera, there are some nodes like camera_inspection_rounds that need service to move the camera.

How do we plan to do it?

We have already a topic to move the camera, just make the same but using a service server.

How can it be tested?

Call the service and check that camera reach the desired position.
