Switch to pypi token

On last FLASC release, an error occurred because PYPI no longer allows username and passwords. https://github.com/NREL/flasc/actions/runs/12439527845. Can be fixed by switching to API token.

Adding some additional context, there is this page:

https://pypi.org/help/#apitoken

And then the steps were something like:

  1. Generate API token on pypi
  2. Add the token to a secret on floris github
  3. Change github ci line as it is for FLASC

Also, here is the commit where the changes to the ci lines were recently done in FLASC
