Power Shards/Overclocking ability in logic

As it stands, power shards are not in logic at all, so there's a pretty good chance you will not get access to them (or get a rare slug to shards recipe which basically requires you to go to SCIM to look up slug locations). Unless you get lucky and get them in a bundle. Note: free samples purposefully excludes power shards. this can be disabled though.
