Alternate AWESOME Sink goal: maintain X points/minute average over a timeframe

Unlike the current awesome sink goal, this one doesn't require you to reach a fixed points total, it requires you to maintain some level points production consistently. It does a better job of checking if you have a "real factory" built up, as opposed to just AFKing for a long time. Yes, people could still cheese it by banking a bunch of items and then calculating how fast to feed them to the shredder to reach their goal, but that's a lot of effort that might as well be spent making a real factory instead
