Double-Click Tabbar to Open New Tab and Keep Titlebar Hidden?

What happened?

This seems like a bug to me, but maybe it's by design?

Currently, I have to enable the Titlebar with browser.tabs.inTitlebar (Customize Toolbar > Titlebar checkbox in lower-left) in order to also enable the ability to double-click on the Tabbar to open a new tab.

I'd like to keep the Titlebar hidden while still having double-click on Tabbar to open a new tab functionality.
Is it possible to decouple these settings without resorting to an extension?
