Does this occur consistently?
Repro steps:

Action: command/bicep.generateParams
Error type: Error
Error Message: Generating parameters failed: cannot open redacted:url Detail: Unable to read file 'c:\GitHub-Local\AVDACCELERATOR-myfiles\new.bicepparam' (Error: Unable to resolve nonexistent file 'c:\GitHub-Local\AVDACCELERATOR-myfiles\new.bicepparam')
