Add an administrative panel, how allows administrator users to edit every guideline.

Currently, just a list of guidelines is available.

Additional to edit the importance level and active/inactive status of every guideline, update the source file should be also enable to administrative users.

Proposed mockup

An administrative user should be available to add or edit guidelines it's importance levels and status.

Action Points

• Enable the download or redirect link in guidelines (resources view) for all users.
• Implement mockups for guidelines administration.
• Add pagination.
• Mark pending for acceptance resources.
